Erica Bornemann, MPA is a nationally recognized emergency management leader with more than 18 years of experience advancing preparedness, response, recovery, and resilience across multiple levels of government and the private sector. She currently serves as Vice President of Planning and Risk Reduction at AC Disaster Consulting, where she leads federal, state, local, and private-sector engagements focused on hazard mitigation, homeland security, climate adaptation, and emergency preparedness.
Before joining ACDC, Erica was appointed by Vermont Governor Phil Scott as Director of the Vermont Division of Emergency Management, where she led the division through seven major disasters, including the COVID-19 pandemic. Her tenure was marked by a strategic reorganization to strengthen local emergency management capacity, the revision of the State Emergency Management Plan, and the co-development of Vermont’s first statewide Climate Action Plan through her role as Co-Chair of the Rural Resilience and Adaptation Subcommittee on the Vermont Climate Council. She managed an annual budget of up to $200 million and represented Vermont nationally on key emergency management policy initiatives.
Erica’s operational background is grounded in diverse functional areas including radiological emergency preparedness, continuity of operations, critical infrastructure protection, emergency planning, and exercise design. She has led statewide compliance efforts with FEMA’s Radiological Emergency Preparedness Program, directed annual Vermont Yankee Nuclear Power Station exercises, and maintained the state’s Emergency Management Accreditation Program (EMAP) certification. She also coordinated dam safety planning, regional mass care planning, and developed Vermont’s annual Emergency Preparedness Conference.
In addition to her state-level leadership, Erica has made substantial contributions at the national level. She served as President of the National Emergency Management Association (NEMA) from 2021–2022 and has held roles as Vice President, Regional Vice President, and Chair of both the Preparedness and Private Sector Committees. She has previously co-chaired the International Emergency Managers Group for the U.S. and serves as an EMAP Commissioner.
Erica holds a Master of Public Administration from Norwich University and a Bachelor of Arts in Political Science from Western New England College. She resides in Vermont with her husband and two boys and spends her free time enjoying the sport’s-mom life.
