As Undersecretary of Homeland Security for Massachusetts, Jeanne led the development of the state’s first Homeland Security Strategy Plan, establishing new standards for accountability, resource allocation, and emergency response. She authored the Massachusetts Mass Casualty Incident (MCI) Plan, coordinating first responder agencies during critical events like the Boston Marathon bombing. Jeanne also spearheaded the Statewide COVID-19 Response Plan, mobilizing 151 agencies, establishing testing sites, and directing PPE distribution to protect frontline responders and vulnerable populations. Additionally, she oversaw the creation of Massachusetts’ first Cyber Security Incident Response Plan and team, enhancing the state’s resilience to cyber threats and enabling swift, coordinated responses.
In her current role as Director of the National Security and Resiliency Division (NSRD) at Nixon Peabody, Jeanne guides global clients in developing resilient security strategies and risk mitigation practices. She is a leading advocate for the DHS Science and Technology Safety Act, which advances security technology while providing liability protections. Jeanne’s expertise makes her a valued advisor, working closely with C-suite leaders to address complex security challenges and enhance client preparedness.
Earlier in her career, Jeanne strengthened public health preparedness at the Massachusetts Department of Public Health, leading multi-agency coalitions to advance coordinated responses to mass casualty incidents. She spearheaded the development of the Massachusetts EMS Communications and Mass Casualty Incident (MCI) Plans, which seamlessly integrated with the Statewide Interoperability and Radio Communications Plan to enhance emergency communication across agencies.
Jeanne has completed prestigious executive education and certifications, including the Navel Postgraduate School’s Executive Leadership Program, FEMA’s National Emergency Management Executive Academy, and Level II Master’s in Continuity. She is also a certified Qualified Individual (QI) for emergency response to oil spills and other crises through the Massachusetts Maritime Academy.
A sought-after speaker, Jeanne has presented at numerous national conferences, providing expert insights on homeland security and resiliency. Notable engagements include the RSA Conference, where she spoke on municipal cybersecurity, the National Institute of Justice’s program on domestic extremism, and the Massachusetts Department of Fire Services’ 20-Year Anniversary of 9/11, where she honored first responders’ dedication.
