Matthew is currently the Chief Business Officer at OneTen (oneten.org), and he has extensive experience working with public, private, and not-for-profit institutions on matters that challenge businesses and policy makers. He has spent most of his career in senior roles in the asset management industry, raising capital for market leading firms in the U.S. and abroad, and he has significant experience in impact investing and ESG investing – or, in ‘catalyzing private capital to do public good’.

Matthew has also served at senior levels of the U.S government, working domestically and internationally. His focus while in government was primarily on increasing economic development through private investment, both at the state and federal levels. At the state level he was an Investment Officer at the New York State Common Retirement Fund, which is one of the largest public pension funds in the country, with over $120 billion in assets at the time. At the federal level, he worked at the U.S. Commerce Department, the U.S. Treasury Department, and in 2015, he was confirmed by the U.S. Senate to serve as the U.S. Executive Director of the World Bank Group. In that role, he represented the U.S. on the boards of Bank’s four operating units, approving the Bank’s $60 billion in annual loans and investments globally; and he served on the Bank’s Pension Finance Committee and its Audit Committee.

In the non-profit sector, Matthew has run workforce development programs in the U.S. and the United Kingdom; he has led affordable housing initiatives in the U.S., and he has served on the boards of national non-profits that focus on solving some of the country’s most vexing social issues. His particular expertise is in helping organizations work strategically across those domains - public, private, and not-for-profit - to achieve their goals.

McGuire received his Ph.D. in Anthropology from Harvard University, his B.A. from Brown University, and he has a Certificate of Religious Studies from the University of London.
