Andrew Solomon is a seasoned rule of law practitioner and justice innovator with more than three decades of experience supporting rule of law and justice reforms around the world.

Over the course of his career, Andrew has led the design of cutting-edge, locally driven initiatives to close justice gaps, strengthen trust in rule of law institutions, and make justice systems more people-centered and open—as an international donor, development practitioner, and lawyer.

Most recently, he joined The Hague based Justice Compass Advisers, where he advises justice leaders, governments, and international organizations on designing and delivering politically viable, people-centered justice solutions under real-world constraints. He is also the founder and Executive Director of the Rule of Law IDEAS Co-Lab, a platform for sharing practical lessons and connecting justice innovators globally.

Andrew also served as a Senior Rule of Law Advisor at the U.S. Agency for International Development (USAID), where he led or contributed to the design of more than two dozen rule of law programs totaling roughly $500 million in foreign assistance.

His work has also been shaped by roles with institutions including the American Bar Association, American Society of International Law, Brookings Institution, OSCE, UNHCR, and the Office of the High Commissioner in Bosnia.

Andrew currently serves on the boards of ABA’s Rule of Law Initiative and the International Association for Court Administration.
