Florjan Kalaja is a graduate of the University of Tirana Faculty of Law and School of Magistrates, initially appointed as a judge to the Tirana and Vlora District Courts. In 2016, he was seconded to the Supreme Court as a law clerk and advisor of the Council of Appointments in Justice. He was seconded as a judge to the Durrës Appeal Court in 2020, and appointed judge of the Special Court of Appeal against Corruption and Organized Crime in 2022. Florjan served as a lecturer at Pavarësia University and Tirana Business University and is an expert in the School of Magistrates training program. Florjan has participated in drafting laws on civil, criminal, and administrative judicial procedures, and authored several books, including Collaborator of Justice (2026); Constitutional Dilemmas I –III (2016, 2018, 2024); Conditional Release (2022); and Adjudication in the Supreme Court (2019).
