Rachel Wolbers is the External Affairs Manager at Google where she works with the company’s trade associations on federal public policy issues. Prior to Google, Rachel served as the Head of Global Engagement for Meta’s Oversight Board where she created the organization's communications and engagement strategy. Previously, she worked for the Department of Commerce’s National Telecommunications and Information Administration as an Internet Policy Specialist, as the Policy Director for Engine Advocacy, and on Capitol Hill as Counsel for Congressman Blake Farenthold, a member of the House Judiciary Committee.

Rachel received her B.A. from The George Washington University and her J.D. from Case Western Reserve University School of Law where she has continued to serve as an Adjunct Law Professor teaching Internet Law. In 2023, she was awarded an Ian Axford Fulbright Scholarship where she published her dissertation on the Future of the Christchurch Call to Action: How to Build Multistakeholder Initiatives to Address Content Moderation Challenges.
