Oktay is the Vice President of Giving at PayPal. He is responsible for nonprofit and donation-related products around the world that move billions of dollars to hundreds of thousands of charities from millions of people every year. Before PayPal he was a co-founder and CTO of MissionFish, eBay Inc.'s nonprofit partner powering cause-marketing and donation programs built into eBay properties since 2003. Oktay also served as the CTO of the Points of Light Foundation for six years, where he focused on building web-based volunteer management and matching systems. Prior to that he was a management consultant at PricewaterhouseCoopers, specializing in e-business services for clients in the public, private and nonprofit sectors. Oktay has also worked as an information technology analyst with NASA's Goddard Space Flight Center, and is a co-author of the book Electronic Commerce: Technical, Business, and Legal Issues (Prentice Hall, 1999). He is the chair of the board of directors of PayPal Giving Fund, and serves on several other nonprofit boards. Oktay received his B.A. from Johns Hopkins University and his M.S. from Carnegie Mellon University.
